Last spring, the Prince George’s County Council passed emergency legislation capping rent hikes at 3%, in part moved by complaints from seniors and other residents that some apartment complexes were increasing rents by hundreds of dollars per month.In some cases, the rent hikes were increasing faster than Social Security and other forms of income. In the immediate aftermath, there were reports of some apartment complexes trying to impose other new fees that aimed to get around the actual rent, while others began looking for other loopholes.There are some exceptions that allow landlords to exceed the 3% cap hike. WASHINGTON (AP) — The U.S. will start training Ukrainian pilots to fly U.S.-made F-16 fighter jets, beginning at an Air National Guard base in October, the Pentagon said Thursday.The training is part of a U.S. and European effort to get the advanced fighter jets to Ukraine for its defense against invading Russian forces. American military officials stress it takes years of training to be able to field F-16 squadrons, limiting the impact the aircraft will have on Ukraine’s defense for the near future.“This is about the long-term support to Ukraine,” the Pentagon spokesman, Brig. PITTSBURGH (AP) — A woman accused of intentionally abandoning her dog at a Pennsylvania airport before she boarded a flight to a resort in Mexico earlier this month has been charged with animal cruelty and related charges, authorities announced Thursday.Allegheny County Police say Allison Lyn Gaiser, 44, tried to bring her brown-and-white male French bulldog with her on a flight departing from Pittsburgh International Airport on Aug. 4. But the dog was denied boarding by the airline because it did not meet the criteria for an emotional support animal and did not have a proper kennel as required.After leaving the ticket counter, Gaiser was seen on surveillance cameras pushing the dog in the stroller back toward a moving walkway enclosure, next to glass exit doors in the airport’s short-term parking lot.
